Richard C. Cella, III
Managing Partner

The founder of Ipswich Bay Advisors, Richard began his financial services career in 1983 as a life insurance agent for John Hancock. After achieving many of their highest professional awards in 1986 he directed his efforts towards employee benefits and retirement plans. In 1996 Richard earned a fellowship from the Life Underwriters Training Council, which included intensive training in retirement plans and employee benefits. Richard is a member of the Association of Independent Investors, The Financial Education Network, and a registered representative with Investors Capital Corp.

Richard has excelled in his professional growth as an investment advisor to complement his expertise in retirement plans such as 401(k)’s and IRA’s.  Richard is a recognized industry leader not only for his business growth, but for the breadth and quality of his client services.  He brings a rare combination of expertise to our clients offering an advanced customer service model.  This model provides technical and investment advisory services to plan sponsors and comprehensive financial education to their employees.

Richard holds a full complement of securities licenses under FINRA including series 6, 63, 7, 24 and 65, enabling him to offer his clients the complete universe of investment options including fee based investment advice and “alternative” investments.  Richard is licensed to do business in MA, NH, ME, and FL, and is co-founder of IBA Investment Advisors, a Registered Investment Advisor firm.

H. Clifford Watkin
Managing Partner

Clifford comes to Ipswich Bay Advisors with over 20 years of employee benefits and human resources experience. Throughout his career, Clifford has built a reputation for effective leadership, communication and administrative skills with an emphasis on quality assurance and excellent client service. As a consultant with Watson Wyatt Worldwide for six years, Clifford provided employee benefits plan design consulting to both small and large employers. To expand his experience, he worked for two large employers as the Director of Employee Benefits managing benefits programs for 25,000 employees across the U.S. With a passion for problem solving and consulting to small to medium sized businesses, he moved to Sentinel Benefits, an employee benefits consulting firm. As Vice President of Health and Welfare Plan Services, Clifford oversaw business development and operations for more than 25,000 participants. In 2007, Clifford joined Ipswich Bay Advisors as a managing partner of the firm to manage the employee benefits consulting business for their clients.

Clifford is licensed to do business in MA, IL, and MD, and has completed FINRA exams Series 6 & 63. He has been a regular speaker Northeast Human Resources Association and New England Employee Benefits Council meetings on a variety of Human Resources and Employee Benefits Topics. Clifford has also been consulted by Employee Benefit News and the Boston Business Journal for his compliance commentary for various employee benefit legislation and is an adjunct instructor for North Shore Community College. Clifford holds a Bachelors Degree from Boston University and a Masters of Business Administration Degree from Northeastern University.

Dennis P. Lynch
Principal

Dennis comes to Ipswich Bay Advisors with extensive experience in the pension and investment fields for over 25 years.  After serving in the U.S. Marine Corps, He started his career in the pension department at MONY Life Insurance Co.  From 1987 through 1995, Dennis was the Regional Pension Vice President for Provident Mutual Life.  In 1996, Dennis became President of a registered investment advisory firm, and in 1998 formed Oyster Capital Corp., an SEC registered investment advisory firm.  He was also the Vice President of Operations for CBIZ Retirement Services from 2000 to 2002.  Dennis relocated to Dover, NH in September 2003, and joined Advisors Capital Resource, a registered investment advisory firm specializing in the development of ETF Collective Trust products for the defined contribution marketplace.  Since 2006, Dennis has successfully grown his individual and 401(k) plan investment advisory business.

Dennis is an Accredited Asset Management Specialist (AAMS), a Certified Employee Benefits Specialist (CEBS), and a Fellow, Life Management Institute (FLMI).  He is licensed to do business in MA, NH, and NY, and has completed FINRA exams Series 6, 63, & 65.  He has been a guest on the nationally syndicated radio show, MONEY MATTERS.  He has also been a speaker at various SHRM meetings on the topic of “Understanding the True Costs of a 401(k) Plan”.  The L.A. Times has consulted with Dennis for an expose they prepared on excessive retirement plan fees.  He has also been an Assistant Adjunct Professor at the College of Insurance in New York, where he taught pension planning and investment courses.  Dennis holds an Associates Degree in Business Administration from City University of New York.

Jeannine Chiappini
Senior Consultant
Employee Benefits / HR


With over a decade of industry experience and over seven years with our firm, as a Senior Benefit Consultant, Jeannine works with all of our group insurance clients, developing options for new and renewing business and educating clients and prospective clients on benefit options and details. In addition to all aspects of account management (new plan implementations, employee meetings, resolving claim, enrollment, and billing issues, etc.), Jeannine lends added-value to our clients through her extensive background and knowledge of general human resources. Jeannine holds a degree from Lasell College in Human Resources Administration and offers our clients assistance with recruiting and retention efforts, employee handbooks, new-hire orientations, and keeping abreast with current legislation and health care reform laws.

Margo Killoran
Senior Account Manager


Margo has a wide variety of professional experience in management and marketing for many industries, including the financial and insurance sectors. Her role at Ipswich Bay Advisors is that of personal assistant to Richard Cella, helping with the processing and account management of our personal investment clients. She holds a Bachelors Degree in Mass Communications and Public Relations with a minor in Organizational Management from Boston University.

Carla Hunt
Senior Account Manager, Retirement Plans


Carla has over 12 years experience as a C-level Executive Assistant/Event Planner/Office Manager with extensive background in sales, marketing, coordination, planning, and support of daily operational and administrative functions. She provides administration and client service for 401(k) plans, including new plan implementation and setup. In addition, Carla assists with marketing projects and office administration duties. Carla holds a Bachelor’s Degree in Business Administration from Salem State College.
